Depends on what you're doing. If you're still eating crap(high fat, high carbs) with little to no cardio then you won't get rid of the fat.
Drop the fat, increase your clean meals(depends on how much you need in any day) up your cardio to at least 1hour. High intensity only. Switch your weight training. One week heavy with low reps. Next week high reps(25max) with moderate weight. Try this for about 6weeks and see what happens. Try and stick to 80%protien, 20%carbs.

F U C K BEING SKINNY. Every other person in the gym is too f u c king skinny anyway. Why be like everyone else? Why not be a bulky motherf u c ker with huge muscles underneath?! Not too many ppl have this kind of thickness that builds mass! The way i see it, you should only get ripped only for a contest. The rest of the time is for growing.

As he stated, the fat is messing with his head. He is obviously bothered by it and looking for a solution. There is bulk combined with muscle that can be fine. Then there is just fat that hinders your progress in any direction. If you want to get rid of it, it will take hard work. Nothing comes easy

I hated everyone around me. Got worse when my trainer decided 0% carbs for a month. Holy hell, that was tough, but it can be done. But let me tell you, I f uckin looked great ;D

that would be tough, i did around 70:30 protein to carbs for a couple of comps and nearly punched my old boss out and didn't want to know anyone.
Eat lean and clean and keep the cardio up and ya be able to lean up

here's something you might not have tried that might be able to help if you struggle with carbs. Try adding 10-20g of Casein Protein 3 times a day. It takes roughly 6-8 hours to digest and helps regulate insulin and can really add a metabolic boost if you are carb senstivie, but thats new school. If your old school lose the carbs or just be happy with the belly.

come to think of it.........i don't know anyone who doesn't like Italian food! If there is anyone out there please let me know. That might be the best food on earth. Chinese is hit or miss. Greek a dime a dozen. I still can't classify American, but if you cheeseburger lovers don't like that comment i apologize now(i love cheeseburgers but i think you get my point).
