Never have been. I am in favor of the "quality" of the calories I take in. I mean honestly ask yourself...are you taking in quallity (calories) foods or eating crap? I am 5'3 myself, mesomorph body type. Do you know what body type you are: Ecto, Endo or Meso? I will assume you are Meso since you gain quickly. That said, really analyze the foods you are taking in. I am unsure with regard to the concept of gett'n down to a certain weight to put on "clean muscle"? I thought muscle was muscle? But then again, I am no expert. Anyway - best wishes to you. Not think I really helped...

It's takes time and patience to stick to a program that works for you best.
Try moderate carbs and high protien, cardio 3-4days a week, do it a high intensity. Heavy weights for a week, then switch it up to light or moderate weight at hight rep for another week. Don't make drastic changes, you want to slowly make your body use to these changes. Also don't become too obsessed with the calorie intake, that will drive you crazy.
When you find a plan that works, alter it every 4-6weeks. Your body will adjust and be slower to respond if it gets used to the same routine.

thanks guys, i neglected to mention that i am in the navy. they have a suggested height to weight ratio. and as you can imagin being short my suggested weight is 145. if i wanted to be 150lbs i would stop eating and run 10 miles a day. instead i just wanna lose some body fat and get big. thanks guys for the comments!

Dude!!! Been there done that!!! Don't you love the 'NAVY' standard??? I fought about that shit the entire time I was in as well.....You can't make them understand that 5'7" and 210 is healthy....until you take your shirt off and they see striations in your pecs...lol
